3. NO LEARNING, TALENT, ABILITIES OR POSITION IN LIFE CAN MAKE A PERSON TO KNOW AND INTERPRET DREAMS 
Daniel came into the world some 600 years later and testified to the same experience in God. He told Nebuchadnezzar exactly what Joseph had told Pharaoh. Hear him.
Daniel 2:25-27 (KJV)  Then Arioch brought in Daniel before the king in haste, and said thus unto him, I have found a man of the captives of Judah, that will make known unto the king the interpretation.
The king answered and said to Daniel, whose name was Belteshazzar, Art thou able to make known unto me the dream which I have seen, and the interpretation thereof?
Daniel answered in the presence of the king, and said, The secret which the king hath demanded cannot the wise men, the astrologers, the magicians, the soothsayers, shew unto the king;

Other words for astrology are fortune-telling, soothsaying, clairvoyance, forecasting, prophecy and prediction.

Astrologers know about fortune-telling, soothsaying, forecasting, etc. They were mysterious people. They must have been the highly educated persons of that time. The magicians are the scientists of that time. Magicians are still mysterious to us even today. What is magic if they don't know mysteries? What use are they for the kings of old? I remember that they were called by Pharaoh and they disappointed him. It was Joseph that saved the day. Then Nebuchadnezzar is relying on them hee and they were failing him. Later in Dan. 5, they failed Belshazzar. 
Daniel 5:7-8 (KJV) The king cried aloud to bring in the astrologers, the Chaldeans, and the soothsayers. And the king spake, and said to the wise men of Babylon, Whosoever shall read this writing, and shew me the interpretation thereof, shall be clothed with scarlet, and have a chain of gold about his neck, and shall be the third ruler in the kingdom.
Then came in all the king's wise men: but they could not read the writing, nor make known to the king the interpretation thereof.
